The system watches National Weather Service active alerts continuously, matched against the counties in your territory.

Tornado Warnings and Severe Thunderstorm Warnings qualify. A Winter Storm Warning promotes above an ice-accretion threshold. Weak severe-thunderstorm alerts are downgraded by a sanity floor, so ordinary noise does not spend your budget.

A qualifying alert in your counties activates the emergency campaigns. Not a notification for you to action at some point — the campaigns go live.

Auto-pause
The window is 48 hours, then it pauses itself. You do not come back on Monday to a campaign that ran all weekend on demand that expired Friday night.
